People hide, people lie low, people do all sorts of shit to keep the power that they have, this has happened so many times throughout history and this is simply the nature of power. Omega might be gone, but not all of his hires would've been kicked (would've crippled Cover at a time when they needed all hands on deck to recover EN). Now that they're pushing things though? Should be easy enough for Jap to clean up.
