The lower the number the lower the voice (grave, bass), and the higher the number the higher the voice (acute).

Everybody has a range, say, from C3 to C4, it means a full scale of 8 notes. If your voice is particularly low, you could be C2 to C3, but if you have a lot of range, maybe it is C2 to C4, meaning two full scales, 16 notes, from very low to high.
Women tend to have a high voice so they can reach high notes spanning two or even three full scales.
