One side is whatever I'm doing (internet, game, work, whatever) and the other is a stream. I might want to say something in chat, so I have the stream's chat interface open as well. That shrinks the actual stream down to 553 pixels wide. There is NO reason for my computer to be receiving and processing however many fps of 1920 x 1080 frames if it's only going to be actually displayed at 553 px, especially if that's going to start competing for the computer resources my other activity is trying to use.
