The retcon was done less elegantly than the Primaris introduction which some people are still mad about and the company was trying to gaslight the existing customer base regarding the change. All GW had to do was give the Sisters of Silence some more lore and prominence and they'd get their representation without pissing anyone off except the social activists who were never part of the fanbase.
