Sam is quite literally more powerful than Armstrong in terms of pure strength, and during the fight with Raiden, Sam is literally giving it his all, because he has no reason to hold back.
Sam wants a good fight, but also wants to see someone who believes in the same things he did succeed. Him and Armstrongs bosses are the ONLY bosses which the lyrics start right away, showing they are equally matched for Raiden in terms of power.
However, Sam doesn't use cybernetics or nano machines, he's basically 100% human still. In his boss fight with Raiden, he's literally the final test for Raiden, get past him and he can defeat Armstrong no problem.
Sam even says that Raiden has him questioning his own morals, because Raiden carves a path of righteousness ontop of bodies without needing some weird philosophical reason like Armstrong to do so.
