We don't know who precisely was responsible for the hiring decisions but I mean we can assume it is EN management primarily responsible, whatever/whoever that actually is. I don't blame who they hired for existing or for trying (or not trying) as they have, blame the people who put them there over dozens if not hundreds of probably better picks.
Omega may be just a small fry for all we know compared to the producer etc but it's the only knowledge we have really. I mean for someone to come out and insert themselves into the gen with their OC kind of implied they had a great deal of pride/faith in it, so if Omega was invested a lot in Council then perhaps he is accountable, but it's hard to say.
