I can grant you Brazil because it did have two portugese emperors. But Mexico and Brazil rulers have mostly been non-white or mixed in recent memory. Its why I pointed it out to you - they're not as White & European as you think they are.
And yes, its why I would argue Singapore is a lot more European. Throughout its adminsitration under the Empire, its leaders would have been European. Even when it transitioned to self governed and then independent rule, it has a few leaders of European descent. At leats one member of the PAP was a European white. I mentioned David Marshall. And Singapore's second president was Benjamin Sheares, a Eurasian who would be considered a European descent. Its why I wouldn't be sof ast as you to write off the influence of European institutions on Siingapore. Think of it this way: out of all the nations in SEA, out of all ALL of them, only one country has English as a main language, even though its not the national language.
And no, its not the Phillipines, Tagalog is more rampant there.
