I'd experiment more with different hair styles. Locs or box braids don't flow like that. It would fit into the emo/grunge style if you included her roots showing.
I'd also look into fashion from that particular era, especially since digimon came out around that time.(?) I love the little robot face motif and I love how it's an accent in her hair. Try doing something related to robots for her outfit.
