It's good to try and keep it as realistic as possible in certain aspects, but in others it's better to let a little bit of fantasy take place. Of course in the real world, cannibalism just couldn't be a normal thing. Ignoring societal norms, it's an entire psychological and biological stop that prevents us from doing it. But in a world like this one, it's better to sort of handwave it a little. Of course you shouldn't completely disregard it. Many places in this world hold cannibalism in contempt. But with something like /meat/, that's born from the very idea of things like cannibalism, it's rather dull to just shut down that entire facet of their existence. The meeting with Risuners plunged the council into some serious debating on their future that they won't clear up for some time. For the campaign bit, I think you may be underestimating the Rosebutas just a smidge. I feel like the deadbeat's cultural exchange story did a pretty good job of displaying a Babirusa's strength. They can crush a man's skull with relative ease and can shrug off some serious hits. To have such a successful win against a whole swarm of them would take some serious power. Not saying it can't be done, but it would be a damn hard fight and not easy at all. That's why even the Sunwalkers, who have been fighting these guys for ages and know them better than anyone else, still haven't been able to wipe them out and can only barely fend them off from taking any more land.
