It's kinda the first one, yes, StreamCharts (or at least the person running it) is mainly Ukraine based, but the person running the Social Media interaction is a Portuguese guy, known as Nobruc, which Michi has responded after they became "besties". He's mainly person who likes Twitch, and it isn't surprising that maybe the dude just happen to like Michi's personality and the two talked in private (mainly for the flag preference) and actually became friends. Searching for their names as both Kami and Mika doesn't bring any sort of conversation between the two before, so they couldn't be friends before (of course using Nobruc's account)
