Sana does have the leotard and transparent skirt but to me that's more along the lines of ballerina clothing.
The sideboob is sexual, but that's the only part about her clothing that really screams 'lewd' to me. The rest seems fairly normal in my opinion. I would put Sana square in the middle of Council in terms of lewdness, not as modest as Mumei or Fauna.
