You seem to not have grasped anything I said, so let me be specific. Loli porn is not explicitly banned in Twitter's TOS and never has been.
However, "sexual exploitation of minors" is, including drawings. A minor is legally defined as a real person, and so drawings of anime characters shouldn't fall under that rule, but that's not how it's been used in parctice and tons of arists post pics of their previous account's login screens of them being banned for "posting explicit images that violate Twitter's TOS". That is the official, given reason.
There are not many loli hentai artists that post loli hentai on twitter. They constantly get banned for it. Most post it on their pixiv or on Misskey instead. And yes, while twitter has always been strict on that kind of art, the crackdown that happened under Musk last year on loli artists that just drew ecchi or suggestive loli art was unprecedented.
