>>20900805>>20900941I guess the only thing I'd have to note (mostly for emphasis sake, since you have a good grasp on what I had in mind) is that the formal organization is something that would have come about informally over the course of many years, as the Threes can only authorize military action by calling upon independent warriors and have no say on the specific structure of any army (many of the Council are warriors themselves, after all). In essence, rather than a formal standing army run by the government, it's an extensive paramilitary network, funded by the government.
