more details/textures/movement/etc doesn't make something look "better" if the basic elements of way a character is constructed clash with each other. pikamee's previous models had a more simplistic art style and not the best rigging, but they all looked better than the current one because there was artistic cohesion, they didn't try to pair massively oversized eyes with a higher level of detail and head proportions that make her look like an actual alien. ina's rigging has a lot less movement going on, but its stood the test of time because it's expressive with what it does animate. it doesn't look like it's caught between different conflicting art styles and trying to cover it up by distracting you with exaggerated hair physics.
TL;DR: good-looking proportions and better aesthetic sense in general are more important for character designs than lots of flashy moving parts
