Alright, I found a comparison chart that was posted on the day. Seems to be a before-after chart.
So actually, no. Gura was the #1 most subbed girl pre-debut. The margin wasn't a lot, but it was there.
But POST-DEBUT, she wasn't actually #1. Mori held the #1 spot for the whole day. Her Daisenpai status was the strongest for at least all of Day One, even after Gura's debut blew people away.

To be precise, Gura did actually manage to get the most subs right before debut. Then the debut relay started and Mori was briefly on top

I finally found some EN pre-debut numbers that shouldn't be too inaccurate. Pic related was taken about 3-4 hours before Mori's debut (first row).
This comment on /hlg/ corroborates Gura's sub count to be in that range
