IMO, it works this way:
Fishman's order "talents' KPIs have to improve" > managers
A talent can propose the idea to grow in a certain direction, like Rie/Lumi and signing. In turn, the manager has to review ideas and help the talent to reach or move towards it, while keeping Sakana's order in mind.
If a talent says they want a specific merch, then it should be a problem of management on how to get it.
