In theory, that is correct but the operatives also know they are underqualified for such positions and that the status quo benefits them. the MA usually is chosen based on his ability to think critically about the nation and VFA as a whole, and they realize that it would be best to work in the shadows out of "Civic Duty".

In reality, I think all of them are stable, the instability is more of a result from the state's own issues. The VFA stands in many ways as a juxtaposition of the rest of the nation.
