A huge chunk of cultures value females with somewhat small / petite / delicate feet, and the optimal ideal of the female form usually includes small feet. Size six or seven is not unusual for a female adult. Even if it isn't the proper shoe size, some women will actually wear shoes a size too small.
Oddly, the only reason I know about this is because of my devotion to King of the Hill, where the main female lead has 16 1/2 size feet and has several episodes dedicated to her neurotic feelings surrounding her huge feet.
