Namely, The Psychic essentially creates a race of lizard people out of your own population, a caste of monsters with terrifying powers and consequences. A cursory use of mind reading powers would make the psychic aware of the scientific hunt to round them up, scoop out their brains, and stuff them into jars filled with electric probes. No one wants their brains scooped out, and therefore we are personally vested in ensuring that such terrifying programs would fail. Similarly, psychics in power would have no interest in losing their secret weapon, and would happily shrug off failed attempts to trap lightning in a bottle.
So what's left? The only ones willing to be subjected to a psychic inquisition are larpers, con men and the grossly unmedicated. That creates a ton of noise, conveniently poisoning a field of study that doesn't want to be investigated.
