In most "mansions" (i.e. apartment complexes) it's in fact pretty easy to have cats. Dogs is another thing altogether, but nobody really cares about cats. As a move of last resort you can even keep cats without telling anybody, because even if you get outed nothing's gonna come out of it. As a popular saying goes, in Japan it's easier to do a thing and for forgiveness later than to get a permission.
