It turns out there was no best time because no one has managed to do that yet in Hololive. I needed to expand the search to all of Cover to find a single stream clear and I found this.
Kronii and Gigi beat their record by 16 minutes, so Kronii and Gigi not only hold the record for fastest clear in Hololive, but all of Cover.
