Bae just moves around in a sensual way naturally, and her thighs and short skirt add to the allure; you can't reproduce that effect in 2D. Fauna knows how to be sexy, but her costumes are more regal than sexy. She was the sexiest one in the swimsuit by far, but it's not something that comes naturally as it does with Bae.
Talking about being a natural: Irys' face in 2D is pure sex. Her perpetually smug smile, reddish skin color, and the constant barrage of innuendos that come from her mouth just activate your neurons 24/7. She loses much of that effect in 3D. The plus is that you can see her thighs in that absurdly short "skirt," but she doesn't have that naturally sultry way of moving that Bae has and Fauna knows how to put on. She seems rather clumsy, which adds more to her cuteness than sexiness.
Then there's Kronii. She gets the biggest fan-service of them all, but it feels like she doesn't like being fan-servicey and is weird about it. Not owning your own sexiness is, frankly, a turn-off for most.
Finally, we can talk about Moom, who is designed to be cute and has a much too cute voice. She knows she can be sexy if she wanted to, but doesn't want to be (unlike Kronii, who seems weird about it).
