Cover does have funds for that, but the fact that the resources and time are shares among all members means there is a considerable line, so the holos who can afford it just pay for their own stuff to get it quicker, while the ones who aren't as well off can benefit from the funds. At least that's what I gathered from multiple holos talking about the subject. When Marine was talking about her super expensive project, which ended up being the MV, she also said the company would pay for part of it, but she would have to fund the rest. So I imagine those cheaper MVs with static images are within company budget, but since she wanted a fully animated one, she had to pay for it.
