She's clearly lacking something that Holos like Gura or Korone do have. The reality is that a lot of people find her voice annoying, and she plays a lot of niche JRPGs, which tend to be debuff games. If she was allowed to play Genshin, I'm sure she'd be at least 3rd place in the ENs, but we all know how that turned out.
Does that make her a bad V-tuber? Of course not! It just means people aren't interested in what she has to offer. Not everything has to be blamed on antis or whatever. You can like V-tubers without having to lick their boots. And don't even try to deny that; there's no way you weren't aware of the JRPG debuff curse by now. You're just ignoring that fact because you wanna pretend your oshi can do no wrong.
