Grabbing 10 completely random followers (non-affiliate and non-partner so its a bit less biased and spread out so it's not back to back raid follows) it sure seems like he had a hell of a lot of those vtuber viewers that you say he didn't have.
There's a few big streamers mixed in there like Pokelawls and Esfand but for as far as these go it seems a lot like he's got those vtuber viewers. Aside from one dude out of this ten that's got a bunch of black dudes followed, his audience seems to still be vtuber viewers
