YouTube has been trying to inject the ad directly into the video stream so adblockers can't block the ad without blocking the video entirely; however, refreshing the page would remove the ad from the video stream so it wouldn't give the desired affect for YouTube.
YT doubled down on this attempt to get people to not use adblockers, but it doesn't *really* have a browser check for an adblocker and randomly applies to people whether they use an adblocker or not.
