The south of Brazil gets hit by polar winds during winter, which means that we even get snow here and almost constantly get below 0C temperatures. The thing about this is that the polar winds aren't a constant. You'll have super sunny day, and then suddenly the next one you'll be under 3 layers of clothing, chaffed lips and feeling like shit from the temperature change.
