That goal can be anything but it has to be something you believe is something worthy of your time. Once you have a goal you should make an outline of the actions that will get you there, like getting a degree or earning some kind of qualification, and start from that point.
If what you want is intrapersonal development you should make a list of qualities (you) believe are virtuous, it shouldn't be a list based around how others perceive you because you can't control that. The goal should be to become someone (you) believe would represent the greatest version of yourself.
Finally, if the question is how to get started the answer is simply: do it. At all times of consciousness (you) are in fill control of yourself, you simply allow yourself to go on autopilot at times.
