And on the other side you've got the vortex. I guess it doesn't really move, so I wonder if there would be a city in the eye of cyclone? Though the eye might wander at least a bit. Still it would be cool imagery to be in a calm area but on every side you can see the walls of the storm.
Yeah, water that's already out of the gravity well would make more sense, checks out.
