I feel like a fair number of people might not even be fully conscious of the longer underlayer to her hair unless you point it out to them, even though it's right there the whole time. Feels like the artist settled on the bobcut (patrician's choice) but couldn't let go of having her hair spilling over her shoulders, so he ended up just doing both. Probably would've been better to just commit to the bobcut, but whatever.
