Did it start out with a massive bang and hype? Absolutely, but I think the market will stabilize and start growing (probably by the time of HoloEN2). VTubers will become a thing, because it allows ugly(or old), but talented girls to overcome a career-destroying handicap. Being ugly - even in the indie scene - is a death sentence for a girl. This is their way out and a lot of them are talented enough to make it work.
