Kiara would also be a hard lock if she could get back to glorious mother Nippon somehow; she enjoys the project immensely, but every session screws her sleep schedule up (especially the party, she didn't get to bed until 6am). As it stands now, she's bowing out for good, though not entirely of her own choice which is heartbreaking to see.
A mixed party would be best. Get the most ardent Holomems in there, be they from Myth, Council, or even ID (Ollie, Reine, and Anya would be excellent). Trying to get only Council in for a Council-specific campaign would risk another Watoto or two; that is, someone who's there for duty, not for the love of the game.
