It's true that she could perfectly fit in the "bully" category, but she falls in the "phisicall bully" specialization and all the evidences point that Ms Uruha is pointing her accusations towards "mobbing" or "psichological bullying"
I would like to add that if you take into account the sheer raw strenght of my client, if she was involved in any kind of bullying towards Ms. Uruha she would probably present phisical injuries.
