It's just advertisement disguised as "the algorithm" because market research indicates that traditional advertising doesn't work near as well as it should (for the amount of money put in), but if it appears "organic" people look at it more and are more likely to buy the product/content.
It's not just a Twitter thing either, companies pay Google to push their videos (not ad videos, but sponsored-segment-in-another-video videos) in the YT algorithm."The algorithm" is a two-sided machine of pushing things at you, it can be manipulated from either end (you inputting false data, or the owner inserting paid-for-by-advertisers/government-coerced-to-insert content).
