Whats still missing is putting it all together and incorporating a system of emotions and desires. Chatbots feel lifeless because they don't actually want or feel anything thing. They are the language part of our brain without the rest of it feeling and needing to communicate.
Once AIs have a primitive digital dopamine, and basic emotions controlled by stimulus system you are going to see some crazy shit. Image neuro self adjusting her language model based on trying to please the chat, and legitimately getting sad and changing behavior when people are mad or bored by her. At that point we will have a true simple primitive artificial intelligence.
