I think for many, perhaps even most, there's this semiconscious sentiment that there's no way someone like their idealized oshi would be into them 'normally'; so by veering more into stronger domination and submission angles, it acts a sort of way to sentimentally 'balance the scales'; like, 'im not worthy, but i could probe my dedication this way', or 'im not worthy, but i can provide greater value this way'.
Phenomenologically it's not ever really thought about in intellectual terms like this of course, but expressions like 'man i wish she'd step on me' are an archetypical expression of someone really interested in someone, but not really confident at all in their ability to generate interest.
