I think it boils down to reciprocation, Since the first monetized stream mori has been quite expressive about how much she appreciates the support and gushes about her fans any time she can, she also tries to interact with them whenever she can even if it detracted from the stream flow in the beginning. Of course theres a lot more about it like her music etc but that's another matter.
Now that is not to say that gura does not appreciate her fans i know she does, but somehow she is not able to express it as much, at least not publically she is a completely different beast in her member streams, but those that are not members don't see her reciprocate the support given in the same way so don't feel compelled to donate in the same way it happens with mori.
Of course there are a few more factors but I'm trying to touch only in the aspect of reciprocation.
