Easily A Tier no doubt. Even Meimei's been having an absolute blast with Mori, being surprised by the sheer DPS she brings to the table after using the special. Meimei is pretty much hopelessly addicted to HoloCure by the way, so make sure to see even more streams of this being played, especially if the updates are on the frequent side of things.
