Japan is a face-saving culture. The Japanese are pressured to keep doubling down on their mistakes until they destroy themselves, rather than reverse course and admit that they made a mistake. Remember that the last time we ever got an apology out of the Japanese we had to hit them with two nuclear warheads and call in the Soviets to force it out of them, and even then there was a lot of reluctance from the bastards who still wanted to die.
