She also hasn't done much audience interaction without relying on video games. I like viewer participation games but sometimes they aren't as good for the people who don't join, or for people who don't care about the game. I think she should try chatting, or something like an art stream where she has time to interact with the viewers.
More advertising won't help because the number of vtubers that just play video games is already too high. There's also the issue of trying to make content for two separate audiences. Temako's ASMR is very good, but the ASMR market is crowded right now. ASMR content relies heavily on good presentation and a consistent schedule.
Hanon has started doing dedicated streams for reviewing her own fanart. I wouldn't be surprised if she got the idea after Temako contacted her, and I'm sure the idea could work for Temako as well. I also think it's something the artists might enjoy.
