1. Cover has simply grown too big for Tanigo's personal leniency to be directly accessible to talents. With the exception of Soda and a few others, the old Hololive no longer exists. There's middle management who weren't around even three months ago, and they're in no position to bend the rules --in fact they want to show off by enforcing them.
rrat time: Haachama used to get away with all kinds of crazy yab shit, because she was Tanigo's pet, but no more. She tried resurrecting her romantic angle with Migo by recording a song, but got smacked down so hard she totally stopped, because it ran afoul of Cover's new plan to focus on MiComet. Chama now has to work just as hard as the greenest talent, and stick to the fucking script like anyone else.
2. As a publicly-traded company, essentially having borrowed capital from shareholders, Cover is at the mercy of how its stock is rated by institutions like JSR and R-I. The standard indicators for a 'buy' rating have to be attained then maintained (think ISO certs, etc.), and so Cover has had to create/expand whole departments devoted solely to promoting the image of profit growth and revenue diversification.
This meant hiring a battalion of MBA's with all the paper cred that pleases ratings institutions, but ZERO experience in vtuber media and culture. Their "bright new ideas" lead to ever-accumulating directives for talents to do things nearly or totally unrelated to vtubing, often BEFORE there is any formal mechanism to compensate them for such out-of-contract extra work.
Again, the talents have no real mechanism for appeal/protest: No more A-chan, and Tanigo has to choose his battles carefully, because he sold his control.
Cover and Hololive are very different now
For new talents, it's all they know.
For older talents ...it's a serious adjustment.
