Kuro is exactly what previously was said: A recolored clone. This make the appearance as unofficial Hololive character totally shady. Mito wouldn't (or shouldn't) allow it, but seems to tolerate the use. Cover supports that character as Kuro appeared on Fubukis birthday parties and even produced the duet between both characters.
Thinking about it, I bet, if Fubuki would try to save Kuro from cover, she would loose in a lawsuit. Once because of the design ripoff and second because it's intensively connected with Shirakami Fubuki and only exists in her cosmos. Did any other Holo ever mention or commented Kuro? It's really an interesting question, if you could approach Cover and specifically for Kuro as partner for a cooperation. I think, Cover would reject that stating, that she isn't an official talent. And they shoud keep it like that. Imagine the extra effort, if she was granted an official role in the roster. What Gen? How would she appear in situations where all members should participate? It's basically dual contracting a single person. Fubuki likes roleplaying, but that's too much for a single person. She would drive herself into burnout faster than Hololive Global threads reach the bump limit.
