You really can't accuse management of mishandling them anymore, not after receiving events, predatory levels of merch, magazine interviews and so on. The sad truth is the main core of the holo fanbase just don't care or think little of them. The fact that when a holo has a collab/interaction with a star is either the end of the world or the next best thing since sliced bread, says a lot about their status.
