https://files.catbox.moe/pyvmtv.pngSorry for the large delay, I was troubleshooting GIMP's align tool not working properly and it turns out that when you make a new blank layer the size of it is set to the entire canvas rather than just the size of what you draw, so it was aligning a layer consisting of a few small lines that had the boundary of the entire canvas so it looked like nothing was moving and I couldn't select the layers I wanted to move
