It's just not going to provoke the kind of wild response many would expect. You can't really make an outfit more sexually appealing than what Ina already wore, so that's out. Her outfit was great already, so you can't get hype by making one that's so extremely better. It isn't really thematically unique, it's a girl in a cute long dress, that's nice but not "out there" like some other themes are.
If anything, it perfectly suits Ina and the way she's typically received here. Her outfit is there! It's nice! No complaints! But not much else to say about it, really. Which isn't a bad thing, not at all, it's just... how it is.
