The problem is you have to reach around the high end of your average CCV for the shill stream, which often doesn't happen because a lot of people don't turn up for a shill stream. He managed to hit the desired CCV amount so he got a juicy payout. Anyone they are making them shill out of their typical time zone have zero chance in hitting that CCV goal.
