I think the motherly vibes are there because she usually gets pretty comfy with her chat and has a warm personality. A lot of her interactions are exactly chatting with us, not just telling stories on her own. Maybe that's why she considers it a weakness of hers but she knows all the right things to say when someone is troubled or gets a honest kick out of chat's silliness, she feels really close to the viewer that way even if you aren't actively participating. That kind of care I'd consider motherly even though I personally don't see her as a mom kind of character, I'm in the Elira-oneesan camp.
