The thing that both Ame and Aqua said is that they just can't handle all of the red tape for everything anymore.
In order to play a game, you need to send in your perms request 2-4 weeks in advance, pray that management actually gets around to it, and then you're given like 2 days to actually PLAY the game within a window which if you can't finish it, you have to start the process all over again. Not to mention how many games are completely off limits due to either being abandonware, rom hacks, mods, etc.
As an indie, if you want to play a new game, you boot it up and start the stream.
