It's well known that, over the years, Cover has developed a brand autism over the talents having outfits that change their hair color or add/remove ears that aren't clearly fake. It's partially what also made Ame leave, unable to do things like Bee Ame or Armando without permission from higher-ups because it fucks with her branding.
Aqua's third outfit was before this went into full-swing, and she'd gotten attatched to it. She wanted to rebrand from just a gamer maid to full on nekomimi, but Cover's autism wouldn't let her so she gave them the finger and went off to do her own thing.
