Russia mobilized first, which makes sense cause you know they are massive so they need to start drawing up troops early to be ready. The issue with this is the others noticed this and rushed to mobilize as well, essentially turning the war machine on, and it isn't easy to stop that. Essentially there were five people with revolvers that were unloaded arguing and one of them starts to slowly load his, they notice it and they all rush to load their gun. Now everyone is pointing a loaded gun at each other and they don't want to back down because they might get shot.
